Toys for children under three must not contain small parts that could be a choking hazard — tested with a standardised small-parts cylinder. Detachable eyes, buttons, wheels and components are common failure points. Toys with small parts must be graded 3+ and carry a choking-hazard warning where required (e.g. in the US).
