How a Toy Becomes Compliant — 6 Steps

Confirm the destination market

Your market sets the mandatory standard — US CPSIA + ASTM F963-23, EU EN 71 + CE, UK UKCA, Canada CPSA, Australia mandatory standards.

Age-grade the toy

Decide under-3 vs 3+. Under-3 triggers the strictest small-parts (choking) and chemical-limit testing.

Build the test plan by toy type

Plush, electronic, wooden, plastic/STEM and art toys each add specific tests (flammability, battery/EMC, coating limits, small parts, non-toxic materials).

Test at an accredited laboratory

Test at a CPSC-accepted / accredited lab such as SGS, Intertek or BV to the standard in force.

Issue the certificate or mark

Issue the CPC (US, with permanent tracking label), CE + Declaration of Conformity (EU), or UKCA + Declaration (UK).

Apply labelling and keep records

Apply required warnings, tracking labels and marks, and retain test reports and certificates for traceability and recall.

What is a Children's Product Certificate (CPC)?

A CPC is a certificate the importer or US manufacturer issues for a children's product, based on testing at a CPSC-accepted laboratory. It lists the product, the safety rules it meets (e.g. CPSIA, ASTM F963-23), and the testing lab. It must accompany the product through the supply chain.

Is ASTM F963-23 mandatory in the US?

Yes. ASTM F963 is the US mandatory toy-safety standard under the CPSIA, and ASTM F963-23 is the current version that applies to toys manufactured after its effective date (2024). Testing should be to the version in force at production — we build and test to F963-23.

What is a toy tracking label?

Under the CPSIA, children's products must carry a permanent tracking label showing the manufacturer, production location, production date and batch/run information, so a product can be traced and recalled if needed. We add compliant tracking labels for the US market.

Which markets use CE versus UKCA?

The EU requires CE marking with an EU Declaration of Conformity; Great Britain requires UKCA marking with its own Declaration. A toy sold in both the EU and GB typically needs both marks. We prepare the right mark and documentation for each destination.

Do toys graded 3 and over still need testing?

Yes. Age grade changes which tests are critical (small parts and chemical limits are strictest under-3), but 3+ toys still need mechanical, flammability and chemical testing to the market standard — and choking-hazard warnings where small parts are present.
